Programme and Promotion Policy for Grades R -12
The Department of Basic Education has published its National Policy Pertaining to the Programme and Promotion Requirements of the National Curriculum Statement for Grades R-12 for public comment.

The Policy sets out the curriculum frameworks, core syllabus and education programmes, and learning standards for all grades, including Grades R, 1, 2 and 3. It forms the basis for the Minister of Basic Education to determine minimum outcomes and standards as well as the processes and procedures for the assessment of learner achievement and promotion.
The Policy makes provision for the exemption of a number of categories of learners to be exempt from the requirements, including immigrant learners and learners who experience barriers to learning.
The Policy prescribes a list of approved subjects for Grades R-3 which include official home and additional languages, mathematics and life skills which encompasses Beginning Knowledge, Creative Arts, Physical Education and Health Education.
Promotion Requirements from Grades R to Grade 1 are an adequate achievement in one official language and a moderate achievement in mathematics.
To be promoted from Grade 1 to 3, the learner must attain an adequate achievement in one official language ay home language level; a moderate achievement in a second language; and a moderate achievement in mathematics.
These promotion requirements are subject to the proviso that learners may be promoted even though they do not meet the prescribed standards of attainment to prevent them from staying in the foundation phase for more than five years.
