UNICEF, SAHRC publish statement on equity in realising child rights

In March 2011 the SAHRC, UNICEF and numerous child-rights stakeholders attended a seminar on Equity in the Realisation of Child Rights in South Africa. The seminar concluded with the adoption of numerous recommendations, including the following:

  • All state institutions supporting constitutional democracy must recognise the integral role they play in advancing the rights of children; the SAHRC, together with these other institutions, must facilitate the advancement of the rights.
  • The social and economic and political civil rights of all children must be acknowledged, protected and advanced through sufficient planning and budgeting, with due priority being given to vulnerable children.
  • Participation of children should be integrated at all levels through the development of an effective national framework on child participation by the Ministry for Women, Children and People with Disabilities.
  • Marginalised children must be prioritised in all service delivery policies and programmes, which should clearly articulate how they will be reached in such a manner as to be enforceable in all provinces.
  • Access to quality early childhood development programmes must be given priority, especially so for the most vulnerable young children.
  • Numerous other recommendations relating to institutional arrangements, effective monitoring and data collection are also included.
