Objective: To strengthen the
sustainability of the programme by implementing an exit strategy with
the Maqhinebeni Cezu Community and by expanding into a new project site
within the same province, Eastern Cape.
The main strategies the programme will use are a gradual
phase out of support to the Maqhinebeni Cezu community within the first
two years, expansion into a new (to be selected) project site within the
province and capacity building of staff and community members. The
project also proposes to change the home visiting approach that enables
households to receive individual attention.
The new approach is to support parents/caregivers in
clusters, that is parents/caregivers gather together for training,
discussion, development of play materials, etc. with the FCM (Family &
Community Motivator) responsible for their area. The change is in
recognition of the reality that the individual home visiting approach is
rather expensive and therefore not sustainable.
Activities will involve: training and support for the
Maqhinebeni community organization as well as the SDWs, FCMs and the
parents/caregivers; further development and implementation of strategic
plans for the Maqhinebeni community; selection and survey of new project
site; selection and training of 15 FCMs, the new site community
coordinating council, and one SDW; lobbying and continuing dialogue with
the provincial government departments, particularly the Social
Development Department to increase support for the programme;
development and dissemination of a different product case study of the
programme; and further development of training materials to include
HIV/AIDS issues using the Masithethe series (developed by ELRU).
FCM Masikhule

Objective: To build on the
existing child rearing beliefs and practices to increase access by
vulnerable children and their families to available resources and
services.
The main purpose of this grant is to enable the project
to carry out key activities and develop strategic documents for the
handing over of the FCM project to the Community Coordinating Council
that will continue with the project beyond the support provided by the
partner organisation, Masikhule ECD Centre.
For the proposed grant period, activities will include:
the training of the Maqhinebeni-Cezu Community Coordinating Council (CCC),
the social development workers and parents; developing a case study of
the FCM Masikhule programme for dialogue and identification of new
project site with provincial stakeholders; and developing with
Maqhinebeni Cezu CCC a plan for the CCC to take over and continue with
the FCM programme.
Restrategising FCM

Objective: To secure the
effective and efficient delivery of the Masikhule Family and Community
Motivator Programme as an example of effective practice in meeting the
needs of young children and families living in poverty.
The proposed planning grant is to enable the development
of a clearer vision, and strategic and implementation plan of the FCM
Masikhule programme through a strategic review and planning process that
should address programme development and implementation processes, human
resource requirements, organisational systems, competencies, and
resource needs at Masikhule and community levels (that includes the
Community Coordinating Council and the FCMs (family and community
motivators)).

FCM Programme as one of the
programmes for Masikhule is a pilot programme in nature that focuses
in marginalised areas characterised by:-

Long distances travelled to ECD centres

Little/No access to social security grants
